"Malta has two Prime Ministers now" - Joseph Muscat

Speaking in an interview on ONE Radio on Friday morning, Oppisition and Labour Leader Joseph Muscat said that Malta has two Prime Ministers and that Prime Minister Lawrence Gonzi is "in office but not in power".
